It "achieved so little" because there was so little to achieve. The data on police violence shows there's no "systemic" problem at all. Had this been a movement to reduce fatherlessness, which is the crux of all that ails African Americans compared to other groups, the movement might've achieved something meaningful, eventually.
But also, in a different sense, this movement has "achieved" a huge amount—including the social fabric-destroying ideological takeover of virtually all institutions in America.
